New figures released by the auditor-general have exposed the number of media "spinners" at each federal government department.
The NDIA, which has been plagued by various issues since it was established in 2013, has the highest percentage of staff in these roles.
More than 150 of its 3138 staff are in communication and marketing.
The Australian Tax Office has by far the biggest number of media spinners with 493, easily outstripping the second-placed Department of Human Services.
Despite human services employing the largest number of staff (27,534) only 286 (1.04 per cent) work in communications, media and marketing.
